طرحت الهيئة العامة للأوقاف اليوم الأربعاء 20 شعبان 1443هـ مشروع تعليمات المحافظ الاستثمارية الوقفية، لاستطلاع مرئيات العموم في منصة "استطلاع" التابعة للمركز الوطني للتنافسية بهدف أخذ المرئيات والتوصيات قبل الإقرار، مستندةً على علاقتها التشاركية مع مكونات القطاع الوقفي من أفراد وكيانات، إضافة إلى المهتمين والمستثمرين في مجتمع المال والأعمال.
ويتضمن مشروع تعليمات المحافظ الاستثمارية الوقفية 13 مادة، أبرزها: الإطار النظامي والإشرافي على المحافظ الاستثمارية الوقفية، والاشتراطات الخاصة بفتح المحافظ، ومتطلبات الإفصاح، والإجراءات المتّبعة في حالات التعدي على المحفظة أو الإضرار بها، إضافة إلى متطلبات الإعفاء من تطبيق أي من أحكام التعليمات؛ ومنها العلاقة بين الناظر والجهة الإشرافية.
وتأتي المحافظ الاستثمارية الوقفية كإحدى الأدوات الاستثمارية المبتكرة في مجال إنشاء الأوقاف واستثمار ريعها، والتي تهدف إلى صناعة قطاع وقفي استثماري يضمن مستوى أعلى من الشفافية والحوكمة، مما يسهم في تحقيق الاستدامة المالية للكيانات الوقفية وغير الربحية.
ويمكن للعموم والمهتمين، إضافة إلى القطاع الخاص والعاملين في القطاع الوقفي الاطلاع على مشروع التعليمات، وإبداء الرأي، وتقديم المقترحات؛ من خلال موقع منصة استطلاع التابعة للمركز الوطني للتنافسية، وذلك في موعد أقصاه 25 يوماً من تاريخه.
